<p><strong>Tomorrow, You Start Working for Yourself</strong></p>

<p>Dear Friends,</p>
<p>Today is not only Tax Day, it is also “Tax Freedom Day. ” According to the non-partisan Tax Foundation, Americans worked from Jan. 1-April 17 this year to earn enough money to pay their combined 29.2 percent federal, state, and local tax bills. To read more about Tax Freedom Day and our out-of-control taxes, click <a href="http://kline.congressnewsletter.net/mail/util.cfm?mailaction=clickthru&amp;gpiv=2100087020.100708.188&amp;gen=1&amp;mailing_linkid=23042">here</a>.</p>
<p>The need for tax relief is one of the reasons I supported the budget that passed the House of Representatives lass month. This budget reforms our broken tax code to spur job creation and economic recovery by lowering rates, closing loopholes, and putting hardworking taxpayers ahead of special interests. I am also a proud cosponsor of the <a href="http://kline.congressnewsletter.net/mail/util.cfm?mailaction=clickthru&amp;gpiv=2100087020.100708.188&amp;gen=1&amp;mailing_linkid=23043">Small Business Tax Cut Act</a>, which would allow businesses with less than 500 employees to take a tax deduction equal to 20 percent of their business income. This relief directly benefits small businesses immediately by freeing up funds to retain and hire new employees. I look forward to voting for this bill later this week. <p><strong>Jobs Fair Monday, May 14 in Eagan</strong></p>

<p>In addition to supporting policies rooted in free enterprise and the ability of the private sector to prosper, there are other ways a member of Congress can assist constituents during this continued economic uncertainty. Accordingly,<span style="text-decoration: underline;"> I am hosting a Career &amp; Jobs Fair on Monday, May 14 from 9 a.m.-1 p.m. at the Eagan Community Center</span>. More than 60 private-sector employers with job openings in fields ranging from health care to technology to retail are scheduled to attend. Representatives from employment assistance organizations and a variety of educational institutions will also be available to answer questions. Last fall, more than 1,100 Minnesotans attended my career and jobs fair. <p><span style="font-family: Times New Roman; font-size: small;">Last month, the President told leaders in Congress he would join us in working to develop &#8220;an all of the above&#8221; energy strategy.  For years, I have been championing a comprehensive approach that would reduce our dependence on hostile regions of the world and increase all forms of American energy.  My plan is based around stopping government policies that are driving up energy prices and expanding American energy production to lower costs and create more jobs.</span></p>
<p><span style="font-family: Times New Roman; font-size: small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">In January, 2009, the average price of gas nationwide was approximately $1.80 per gallon.  Three years later, it has more than doubled, and recent news reports suggest we will see $4 per gallon gas in Minnesota soon.  Not long after his inauguration, the President introduced his first major energy initiative: a national energy tax that, according to him, would cause rates to skyrocket.  Shortly thereafter, he plugged stimulus dollars into the now-defunct Solyndra, which has cost American taxpayers 535 million dollars.</span></p>
<p><span style="font-family: Times New Roman; font-size: small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">Meanwhile, my colleagues and I in the U.S. House of Representatives have passed at least seven bipartisan job-creating energy bills that currently await a vote in the U.S. Senate.  These policies, which are available for review on my website at <a href="http://kline.house.gov/">http://kline.house.gov</a>, allow us to harness our abundant domestic natural resources, develop new sources of energy, and create jobs here at home.</span></p>
<p><span style="font-family: Times New Roman; font-size: small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">Rising gas prices hurt families, commuters, job seekers, and small business owners.  We need to work together to pass reforms and remove roadblocks to provide relief at the pump and create jobs, including a forward thinking solution that includes oil, natural gas, nuclear, and clean and renewable energies. </span></p>

<p><span style="font-family: Times New Roman; font-size: small;"> In March, the U.S. Department of Labor released monthly jobs figures showing more Americans were able to find jobs in February. In the aftermath of the worst recession in a generation, this certainly is welcome news. However, we have a long way to go to fully repair the damage of the recent economic downturn. The slow pace of job growth reflects the concerns of many employers, who are still struggling with uncertainty sparked in large part by punitive federal regulations and unsustainable deficit spending.<br clear="all" /></span></p>
<p><span style="font-family: Times New Roman; font-size: small;">Recently, I hosted a telephone town hall meeting during which numerous private sector job creators relayed their concerns. One Lakeville small business owner shared that he had to raise prices and add surcharges because of the cost of diesel. A Jordan job creator expressed his frustration with inflation saying, &#8220;It is harder and harder to plan and hire because of high fuel costs.&#8221;</span></p>
<p><span style="font-family: Times New Roman; font-size: small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">In January, 2009, the average price of gas nationwide was approximately $1.80 per gallon. Three years later, it has more than doubled, and recent news reports suggest we will be seeing $4 per gallon gas in Minnesota soon. We can increase our energy independence and lower gas prices by stopping government policies that are driving up energy prices while also adopting an all-of-the-above strategy to increase all forms of American energy. Small businesses shouldn&#8217;t be forced to freeze hiring or choose which bills to pay because of skyrocketing energy costs. I will continue working to promote ways to unlock America&#8217;s abundant energy resources.</span></p>
<p><span style="font-family: Times New Roman; font-size: small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">Last month marked the two-year anniversary of the President signing the so-called Patient Protection and Affordable Care Act into law. As you may recall, I have been an outspoken critic of this law since it was first introduced in Congress. During debate on the bill in 2009, many of you shared with me your concerns regarding how it would hurt your businesses. </span></p>
<p><span style="font-family: Times New Roman; font-size: small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">Two years later, this anxiety persists. In a roundtable meeting recently in Rosemount, small business owner after small business owner told me how the health care law is creating uncertainty, rapidly inflating their costs, and preventing them from creating private-sector jobs. In the U.S. House, we are trying to help. Over the past 15 months, the House has taken 26 votes to repeal, defund, or dismantle the law, and I will continue to fight this devastating law and encourage the U.S. Senate and President to join us in the fight for lasting economic growth and prosperity.</span></p>

BILL TO PAY BACK SCHOOLS SENT TO GOVERNOR</p>
<p><span style="font-family: Tahoma;">My bill to pay back $430 million borrowed from schools was sent to the Governor today.  The state of Minnesota has over $1 billion in its cash accounts.  I believe we should use some of that money to pay off the debt the state owes schools.  This bill would leave our cash/budget reserve accounts at higher levels than the previous legislature did.  So far the Governor has been critical of this bill, but I&#8217;m hopeful he will reconsider and sign it.  The arguments against this bill have been&#8230;well&#8230;they have been pretty bizarre.  When you have cash, you pay off your debts.  Simple.  Lets hope common sense prevails.</span></div>

<div><strong><span style="text-decoration: underline;"><span style="font-family: Tahoma;">FIREWORKS BILL UP FOR VOTE ON HOUSE FLOOR</span></span></strong></div>

<div><span style="font-family: Tahoma;">I expect that we will be voting on a bill today to legalize fireworks in Minnesota.  Currently Minnesota only allows certain fireworks (sparklers, etc.)  This bill would allow the fireworks everyone buys in Wisconsin, to be legal here.  Instead of Minnesotans taking their money over to Wisconsin, I prefer we keep it in our state.  I plan on voting in favor of this but am interested in your thoughts.</span></div>

<div><span style="font-family: Tahoma;"><strong><span style="text-decoration: underline;">WHEN SOMETHING IS 100 YEARS OLD &#8211; IT&#8217;S GONNA NEED A LITTLE REPAIR</span></strong></span></div>

<div><span style="font-family: Tahoma;">The Minnesota State Capitol is over 100 years old.  For many years, members of both parties have neglected to address the numerous structural repairs this historic building has needed.  This year a bill is moving forward on a multi-year project to preserve and fix the capitol.  Given the historic nature of this building, it is more costly than the standard modernization project.  However, unless we want to tear down the Capitol - this work is needed.  I&#8217;m supportive of the effort to preserve the Capitol and hope the Governor and Senate agree to it.</span></div>

<p><span style="text-decoration: underline;">I was proud to vote for a successful repeal of the Independent Payment Advisory Board (IPAB), a 15-person board of unelected and unaccountable bureaucrats empowered under ObamaCare to gut Medicare.</span> This legislation will restore decision-making power to patients and doctors and is another essential step toward protecting Americans from ObamaCare’s devastating consequences.</p>
<p>Now, it is incumbent upon Harry Reid and his Democrat allies in the Senate to listen to the will of the American people, not the White House, and join us in peeling back another layer of this disastrous law.</p>
<p>But rather than stand with me and the American people, Senators Al Franken and Amy Klobuchar are in the Twin Cities this morning with Mark Dayton to welcome ObamaCare architect Kathleen Sebelius, the President’s Health and Human Services Secretary, to an ObamaCare anniversary party.</p>
<p>We must take a stand.</p>
<p>ObamaCare must be repealed, but we can’t do it alone. One of the first orders of business in the House of Representatives in 2011 was successfully repealing ObamaCare. Unfortunately, the Senate refused to follow our lead. <span style="text-decoration: underline;">To end ObamaCare once and for all we need to ensure that I and my fellow conservatives are re-elected to Congress so we can keep up this fight.</span></p>
<p>Polls continue to show that a majority of Americans favor repealing ObamaCare, yet the Democrats continue to double down in defense of the law. Barack Obama and Washington Democrats’ defense of this job-killing law is fully funded and ready to fight.</p>

<p>Two years ago, President Obama sent the nation down a costly path of bureaucracy and broken promises. <span style="text-decoration: underline;">Job crushing mandates, higher costs for families, and more government control that threatens the health care of millions of individuals is the growing legacy of this flawed law</span>. America’s families shouldn’t have to fear losing their health care, and employers cannot afford a government-run scheme that makes it even more difficult to create jobs.</p>

<p>As I travel throughout the 2nd district in Minnesota, constituents share stories of the devastating affects the ObamaCare law is having on their families and businesses. Last Friday at a roundtable meeting in Dakota County, small business owner after small business owner told me how the ObamaCare law is creating uncertainty, forcing their costs to skyrocket, and preventing them from creating private-sector jobs. In an email survey to constituents earlier this week, an overwhelming majority of constituents said they favored repealing the entire ObamaCare law.</p>
<p>The message from my constituents could not be any clearer: <span style="text-decoration: underline;">They can’t afford ObamaCare</span>.</p>
<p>One of our first acts of Congress last year was to completely repeal ObamaCare. Over the past 15 months, the House has taken 26 votes to repeal, defund, or dismantle ObamaCare, and it is time for Democrats in Washington to listen to the will of the American people by joining that effort. We will continue to do the work we were sent to Washington do until the threat of the health care law is removed once and for all.</p>

<p><span style="font-size: x-small;">This Friday marks the two-year anniversary since this devastating government takeover of health care became law. Americans voiced their opposition to ObamaCare from coast to coast on election night in 2010, but President Obama and Washington Democrats refused to listen.</span></p>
<p><span style="font-size: x-small;"><span style="text-decoration: underline;">Our first act of Congress last year was to repeal ObamaCare</span>. While the repeal passed convincingly in the House of Representatives, our efforts to rid the country of this historic over-reach were met with resistance by Harry Reid in the Senate.</span></p>
<p><span style="font-size: x-small;">Later this week, the House will vote to repeal the Independent Payment Advisory Board (IPAB), a 15-person board of unelected and unaccountable bureaucrats empowered under ObamaCare to gut Medicare. The IPAB has drawn bipartisan opposition because it threatens to reduce seniors’ access to treatments and services in Medicare. The legislation I sponsor will restore decision-making power to patients and doctors and is another essential step toward protecting Americans from PPACA’s consequences. This legislation should receive bipartisan support in the House; it is incumbent upon Harry Reid to listen to the will of the American people, not the White House, and bring our repeal of IPAB up for a vote.</span></p>
<p><span style="font-size: x-small;"><span style="text-decoration: underline;">Two years hasn’t changed what we already knew about the President’s disastrous takeover of health care: ObamaCare is unconstitutional</span>. </span><span style="font-size: x-small;">Our country is founded on freedom and liberty. Americans should be allowed the freedom to make their own decisions and exercise their First Amendment rights while saving trillions of dollars in taxes and debt.</span></p>

<p>BUDGET IMPROVES &#8211; MY PLAN TO PAY BACK SCHOOLS</p>
<p>The February budget forecast showed an improvement in our state&#8217;s fiscal situation.  Because of this improvement the state will have over $1 billion dollars cash on hand and will automatically pay back the debt to schools by $318 million dollars.  I think it&#8217;s reasonable that the state use some of the extra cash on hand to further pay down this debt to our schools.  I introduced a bill last week to reduce the debt by over <strong>$430 million dollars.  </strong>This bill passed the education committee with both Republican and Democrat support on a 14-5 vote.  I&#8217;ve attached a document which shows some of the history of this shift.  Governor Dayton has made some critical comments about my bill, but I hope he changes his mind.</div>

<div><span style="font-family: Tahoma;">The courts released the new redistricting map a couple of weeks ago.  The old house district of 36B will now be identified as 58B.  The district is the same except Lakeville, Coates, and Welch Township are no longer part of this district.  I&#8217;m sorry to have lost the opportunity to represent some of you, but with an average legislative district being about 39,000 people and our district being over 50,000 - this was simply an issue of mathematics.</span></div>

<div><span style="font-family: Tahoma;">KNOW SOMEONE WHO WANTS EXTRA MONEY FOR COLLEGE?</span></div>

<div>Minnesota has a tradition of providing college level opportunities to high school students.  A new program passed into law last year is called the <strong>Early Graduation Achievement Act.</strong>  Under this program, a student who chooses to graduate from high school early can get a scholarship for up to $7,500.  I&#8217;ve enclosed two links which include frequently asked questions about the program and the application.  Feel free to share these links with a student who you think would benefit from the program.</div>

<p><strong>JOBS Act a Bipartisan Solution</strong></p>

<p>Dear Friends,</p>
<p>As I visit with Minnesota workers and small business owners, the biggest concern I continue to hear is that federal government regulation is the biggest obstacle to job growth. Earlier today, I supported the <a href="http://kline.congressnewsletter.net/mail/util.cfm?mailaction=clickthru&amp;gpiv=2100085118.100828.166&amp;gen=1&amp;mailing_linkid=22465">Jumpstart Our Business Startups (JOBS) Act</a>, legislation that will encourage job growth by removing regulations impeding small businesses and startups. This bipartisan measure will increase capital formation, spur the growth of startups and small businesses, and pave the way for small-scale businesses to create more jobs. Just as important as what this bill does is what it does not do: it does not trigger more government borrowing, it does not spend billions of dollars we don’t have, and it does not violate our free market principles.</p>
<p>As my colleague Tom Price of Georgia said earlier today, “<span style="text-decoration: underline;">The key to strong and lasting economic growth and recovery is rooted in free enterprise and the ability of small businesses to prosper</span>.” I could not agree more. I encourage the Senate to quickly pass the JOBS Act and send it to the President, who has already endorsed it, so small businesses can receive the certainty they need to put Americans back to work.</p>

<p>Each year, I have the pleasure of inviting high school students who are residents of Minnesota’s 2nd Congressional District to participate in the annual Congressional “Artistic Discovery” competition. The nationwide art competition provides Members of Congress the opportunity to showcase the talents of the high school students in their district and acknowledge our nation’s gifted young artists. This year, I am hosting a “Congressional Art Competition Showcase” for art students who participate in the competition and their families and friends. Winning entries from the competition are displayed for one year in the U.S. Capitol Building. <span style="text-decoration: underline;">Art entries must be received by my office in Burnsville by Friday, April 20</span>. You will be able to apply for standard processing (4-6 weeks) or pay an additional $60 for expedited processing (2-3 weeks, door-to-door). <p><span style="font-family: Times New Roman; font-size: small;">Knowing of your concerns with government spending, I would like to provide you with an important update about the President&#8217;s proposed 2013 budget. </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">As you know, President Obama recently released his budget proposal for government spending during the next fiscal year.  His outline comes against a backdrop of the weakest economic recovery since the Great Depression and rising concerns about partisan tension.  Further, his plan reveals a continued reliance on the reckless government spending that pervades Washington.  The proposed budget burdens our job creators and hardworking taxpayers with the largest tax increase in history, and adds nearly $11 trillion in new debt. It is disappointing Washington has failed to learn that we cannot tax, spend, borrow, and bailout our way to prosperity.</span></p>
<p><span style="font-family: Times New Roman; font-size: small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: small;">Rest assured, I remain committed to working with congressional leaders to eliminate wasteful and ineffective federal programs.  Congress must set priorities for spending and make reductions wherever possible. As negotiations continue, I also will sustain my call to continue a ban on the wasteful earmarking process to ensure fiscal discipline and integrity governs the annual appropriations process.</span></p>
